Biography
Mr. Dempsey received his J.D. degree in 1991 from Hamline University School of Law in St. Paul, Minnesota, and subsequently worked at several law firms -- both large and small -- in corporate law and litigation. After discovering an ability to work with technology and computers, Mr. Dempsey returned to school and obtained an Information Systems degree in 1998 from the George Washington University in Washington, DC.
After obtaining an intern position at U.S. News & World Report while in school, Mr. Dempsey was hired as the production coordinator and web developer for the publication's website. From there he worked for a company that did government consulting and was on several development projects, including 18 months at the Internal Revenue Service where he developed and maintained an online purchase ordering system and a Decision Support System used by the employees of the IRS. Mr. Dempsey was the webmaster for several weekly publications in Washington, DC, prior to his return to Georgia.

Technical
Webmaster - Processed and uploaded the content, interactive features and images for 5 weekly websites. Designed and created web sites and pages, including layouts, interactive features and contests (such as polls and quizzes). Other duties included providing computer support and help desk support for employees (both PCs and Macintosh) - which involved email assistance, new employee computer and account set-up, installations/ upgrades, network connectivity issues and the classified department.
Government Consultant - Designed, developed and maintained a Decision Support System (DSS) and software ordering web-based application for one of the departments within the Internal Revenue Service. Ensured that all pages met Section 508 compliance criteria for persons with disabilities.
Provided training for IRS management and employees; upgraded computers and software as needed; obtained requirements, prototyped business and model rules, coordinated deployments of applications; participated in Capability Maturity Model Level 3 (CMM) software engineering activities for SAIC; designed, developed and maintained the division's intranet and Web Library.
A member of the development team that designed, built and tested the intranet for the Maryland Department of Environment for their administrative offices and tracking department.
Production Coordinator/Web Developer - Developed and built interactive tools, web pages, databases and CGI scripts; worked with other U.S. News & World Report New Media team members to develop original content and to develop special features. Maintained and edited the online archives, home page and data-driven pages (databases); Coordinated the flow of content from the print side to the web site for each weekly issue, as well as on a daily basis. Provided testing and debugging for the weekly issue prior to each week's release.
Legal
Office Conversion Project Member - Converted legal offices' systems, desktop applications, archives and user files from DOS to Windows; converted and put all firm documents in a library, accessible via their intranet; stored documents on CD-ROM.; provided training for new application to staff members.
Litigation - Prepared and filed pleadings, discovery documents and correspondence; negotiated settlements; conducted hearings and assisted with trials; legal research; converted WordPerfect DOS files to Microsoft Word. Conducted client interviews and case investigation.
Corporate - Legal research and writing; drafting pleadings, discovery documents and trial notebooks; articles incorporation, bylaws, minutes, case evaluation.
